Know which tender to start today, and which ones you can’t legally file
Bid management software for Indian government and PSU tenders — every open tender scored, gated and given a next action, so preparation time goes to the bids you can actually submit and win.
The challenge
Ranking tenders is harder than finding them. A business that sells to government, PSU and enterprise buyers can have dozens of open tenders tracked at once, each with its own closing date, EMD, turnover threshold and certification clauses. Deciding which one deserves the team’s preparation time this week usually happens in a meeting, from memory, and the answer depends on who argues loudest.
The expensive mistakes come from hard constraints noticed too late. An EMD larger than the bank guarantee facility, a mandatory empanelment the company doesn’t hold, a portal nobody has a login for, or a ₹5 crore tender picked up four days before it closes: each of these rules a bid out regardless of how attractive it looks, and each is usually discovered while the documents are being assembled.
OEM authorisations add their own failure mode. A manufacturer’s authorisation for a particular product category on a particular portal is often the difference between an eligible bid and a rejected one, and those authorisations expire. When the ID and expiry date live in an email thread, the first sign of a lapsed authorisation is a bid that can’t be filed.
How DexVee helps
A board that ranks by rules you can read
DexVee’s Bid Manager scores every open tender in your register on the same six weighted dimensions, checks it against hard gates first, and gives it one action with the reasoning shown. AI analysis feeds the scores; it doesn’t make the decision.
Six weighted dimensions
Each open tender is scored on capability fit (25%), eligibility readiness (20%), deadline runway (15%), commercial fit (15%), win likelihood (15%) and strategic value (10%), and the board ranks them with the breakdown visible.
Hard gates before any score
A failed mandatory clause, no CERT-In empanelment on a security-audit tender, an EMD above your recorded bank guarantee facility, too little preparation time for the tender’s value, or no saved login for its portal gates the bid. A gated tender scores zero and says why.
One action per tender
Every tender gets File today, Start prep, Needs decision, Monitor, Blocked or Drop, with next steps. File today is deliberately scarce: it marks the tender whose preparation window closes first among those worth winning.
AI tender analysis
A Claude-powered analysis of a tender returns scores for value, timeline, EMD and category fit, an estimated win probability, risks, strengths and a pass, fail or warn compliance list. It is one input to the win-likelihood score.
Eligibility against your capability register
Requirements extracted from the tender documents are matched against a register of your turnover, net worth, registrations, certifications, OEM partnerships and past projects, and roll up to Eligible, Partial or Not eligible.
OEM authorisations with expiry reminders
Record each OEM authorisation with its authorisation code, the portal it applies to and the product category it covers, and get reminders 90, 60, 30 and 7 days before it expires.
What this looks like in practice
- A bid manager opens one ranked board and sees which tender has to start preparation today, rather than re-reading a spreadsheet of closing dates.
- A tender that needs a larger bank guarantee than your facility allows, or a CERT-In empanelment you don’t hold, is flagged as blocked when it is scored, not while the documents are being assembled.
- An OEM authorisation that is about to lapse shows up in your renewal reminders weeks before a tender that depends on it closes.
Frequently asked questions
The AI analysis reads one tender and returns scores, risks and a compliance list. The Bid Manager ranks every open tender against fixed, visible weights and hard gates, and uses the AI’s win probability as one input to a single dimension. Every recommendation shows its breakdown and reasons, so it can be argued with.
No. Submission needs your digital signature certificate and a person on the portal, so filing stays with your team. DexVee decides what to prepare, checks eligibility, holds the documents and stores portal logins in an encrypted vault, so the person filing has everything ready.
Not yet. OEM authorisations are tracked as their own records with code, portal, category and expiry reminders, and your OEM partnerships in the capability register are used when matching eligibility clauses. Linking a specific authorisation to a specific tender and checking it automatically isn’t built today.
From your tender register: tenders your team adds by hand or imports from an Excel or CSV file, such as the export from a tender-alert service you already use. DexVee doesn’t scrape GeM, CPPP or state portals for your workspace, so every tender on the board is one your team chose to track.
